Gattinara 1999 question

I have a 1999 Torraccia Del Piantavigna Gattinara. Is it ready, and how long should I decant?

I've a carton of this wine. This wine was bottled in 2004. Nebbiolos take a long time to mature. You can try it this year, or (as I'm told) keep it in your wine chiller until 2014 is best.

I need to get back to you on the decanting. I've it in my notes somewhere. Just need to find them.
